Carl Couch

Director of Engineering

Mr. Carl W. Couch was an accomplished Army Signal Warrant Officer with over 21 years of network systems experience in direct support of National Level Programs, Special Operations, covert communications, Intelligence Surveillance and Reconnaissance (ISR) technologies, Commercial Solutions for Classified Program (CSfC), AI/ML, data mining, intelligence analytics, data fusion, and emerging cyber capabilities.

Most recently, Carl served as the Director, Advanced Concepts Air Force Rapid Capabilities Office Field Support Unit (AFRCO-FSU, Area 52) and briefly as the Special Communications Functional Manager Office of the Under Secretary of Defense for Intelligence & Security (USDI&S, LNO).

In Advanced Concepts, he managed a team of Data Scientists and Software Engineers who developed advanced data applications that enhanced situational awareness and actionable data analytics. As the Special Communications Functional Manager, Carl oversaw all Special Communications initiatives under the USDI&S umbrella. This oversight included portfolio management, capabilities deconfliction, and being a voting member of the National Special Communications Review Board (NSCB).

Carl spent much of his career supporting Special Operations Forces (SOF). His previous positions include Chief Enterprise Architect (USSOCOM), Senior Technical Advisor J6 (SOCCENT), and Operations Planner / Principal Network Engineer (1/10 SFG(A)). While at USSOCOM, Carl stood up the Organization’s first Plans and Engineering Division. Plans and Engineering are responsible for all future SIE Enterprise Services design, testing, validation, and integration into the operational network. While at SOCCENT, Carl designed and deployed numerous multilateral and bilateral networks ISO of deployed SOF. Both at SOCCENT and 1/10 SFG(A), Carl managed RDT&E cells, providing small form factor reach-back capabilities with dynamic auto-PACE redundant networks.

These capabilities included varying data packages and transport technologies. Before SOF support, Carl spent seven years supporting 1st BDE/25th ID Stryker Brigade Combat Team (SBCT). Carl has deployed over 15 times to numerous countries to support the Army’s mission.

Carl W. Couch has a Bachelor of Science Degree in Computer Science from Indiana Wesleyan University, IN. He also maintains several civilian certifications, including Cisco Certified Network Professional Enterprise, Cisco Certified Network Professional Service Provider, Microsoft Certified Systems Engineer, GIAC Certified Penetration Tester, GIAC Certified Incident Handler, and CompTIA Advanced Security Practitioner.
